Federal Housing Administration endorsements during October were 5 percent higher than a year earlier, the U.S. Department of Housing and Urban Development reported. But home-equity conversion mortgage volume was down 13 percent during the same period. Delinquency of at least 90 days finished October 250 basis points higher than in October 2008.
